Capt. Titley frocked to U.S. Navy rear admiral

Navy Capt. David W. Titley of Mandeville, commander of the Naval Meteorology and Oceanography Command at Stennis Space Center, Miss., was frocked to the rank of rear admiral (lower half) Feb. 22 at U.S. Fleet Forces Command in Norfolk, Va. USFF is the parent command for CNMOC.

As a naval flag officer, Titley is now permitted to assume the title and wear the uniform of a rear admiral (lower half) in the U.S. Navy and fly a flag representing where he exercises command.

His flag was raised for the first time Monday morning at his command based at Stennis Space Center.

The white flag with a single blue star is flown by all Navy rear admirals (lower half) who are not eligible for command at sea. That includes the various staff corps and also flag officers in the restricted line, including oceanographers.

Titley was selected for promotion to flag rank in April 2007, and he assumed command of the Naval Meteorology and Oceanography Command in December. All flag officers must be nominated by the President and confirmed by the Senate.

The Naval Meteorology and Oceanography Command enables the safety, speed and operational effectiveness of the Fleet by illuminating the risks and opportunities for Naval and Joint forces posed by the present and future natural environment.
