Slidell man charged with carnal knowledge; victim was runaway

A Slidell man who allegedly had sex with a 13-year-old runaway from New Orleans was arrested Monday by Slidell Police on charges of carnal knowledge of a juvenile and contributing to the delinquency of a juvenile.

Slidell police spokesman Capt. Kevin Foltz said Mark A. Horton, 21, 2130 11th St. Apartment 28, was arrested after police were called to Horton's apartment for a domestic disturbance around 11 a.m. Monday.

When officers arrived on the scene, they discovered a 13-year-old girl with Horton. At first, the girl would not give her name or age to the police. Officers finally discovered the girl had been reported as a runaway from New Orleans.

When the girl's mother arrived in Slidell, the girl finally gave a statement stating she had sexual intercourse with Horton. She said she called Horton on Sunday and asked him to pick her up in New Orleans. Foltz said it was unclear how Horton knew the girl.

Foltz said carnal knowledge is committed when a person 19 years old or older has consensual sexual intercourse with a person who is between the ages of 13 and 17. Also, the victim cannot be the spouse of the offender.

If convicted, Horton could face a fine of $5,000 or 10 years in jail or both.

Foltz said Horton was transferred to the St. Tammany Parish Jail Tuesday, and his bond was set at $52,500.
